Chapter 21 Summary

Juliette is forced to spend more and more time with Warner. During their meetings, Warner tells her about The Reestablishment and their governance: the books they are burning, the cultural artifacts they are destroying. He promises that she will be a great asset once she realizes how much she wants “this new, glorious, powerful life” (127). Warner tells Juliette that she should be grateful for his patience as he waits for her to cooperate with him.

Warner doesn’t allow her to speak with the soldiers, so she hasn’t said a word to Adam for a week. When he is around, he doesn’t even look at her, and she wonders if their previous conversation was real. She wants to talk to him in private because she starts to doubt his intentions, but she cannot do it because cameras are everywhere. During their next meeting, Juliette asks Warner to remove all cameras from her room. He doesn’t want to do it because he thinks she is still dangerous. He forces Juliette to remember what happened three years ago when she accidentally killed a child. It happened at the grocery store when she was trying to help a little boy.
